If we take for example M2 as an example, In that game I could chose to focus on building up the economy and growth of the city at first, and with careful management I could usually upgrade my castles before the enemy and get the better units more quickly and I would have the income to support them. Really I think the way now provides a lot less strategic options concerning buildings then before.
